　　Duty。Honor。Loveofcountry。Everythingyouhavelearnedhere，allthatyou'veachievedhere，haspreparedyoufortoday——whenyouraiseyourrighthand；whenyoutakethatoath；whenyourlovedoneormentorpinsthosegoldbarsonyourshoulders；whenyoubecome，atlonglast，commissionedofficersintheUnitedStatesArmy。
　　ThisistheninthconsecutivecommencementthathastakenplaceatWestPointwithournationatwar。ThistimeofwarbeganinAfghanistan——aplacethatmayseemasfarawayfromthispeacefulbendintheHudsonRiverasanywhereonEarth。Thewarbeganonlybecauseourowncitiesandcivilianswereattackedbyviolentextremistswhoplottedfromadistantplace，anditcontinuesonlybecausethatplottingpersiststothisday。
　　Formanyyears，ourfocuswasonIraq。Andyearafteryear，ourtroopsfacedasetofchallengestherethatwereasdauntingastheywerecomplex。AlesserArmymighthaveseenitsspiritbroken。ButtheAmericanmilitaryismoreresilientthanthat。Ourtroopsadapted，theypersisted，theypartneredwithcoalitionandIraqicounterparts，andthroughtheircompetenceandcreativityandcourage，wearepoisedtoendourcombatmissioninIraqthissummer。（Applause。）
　　EvenaswetransitiontoanIraqileadandbringourtroopshome，ourcommitmenttotheIraqipeopleendures。WewillcontinuetoadviseandassistIraqisecurityforces，whoarealreadyresponsibleforsecurityinmostofthecountry。AndastrongAmericancivilianpresencewillhelpIraqisforgepoliticalandeconomicprogress。Thiswillnotbeasimpletask，butthisiswhatsuccesslookslike：anIraqthatprovidesnohaventoterrorists；ademocraticIraqthatissovereignandstableandself-reliant。
　　AndasweendthewarinIraq，though，wearepressingforwardinAfghanistan。Sixmonthsago，IcametoWestPointtoannounceanewstrategyforAfghanistanandPakistan。AndIstandherehumbledbytheknowledgethatmanyofyouwillsoonbeservinginharm'sway。Iassureyou，youwillgowiththefullsupportofaproudandgratefulnation。
　　WefaceatoughfightinAfghanistan。Anyinsurgencythatisconfrontedwithadirectchallengewillturntonewtactics。AndfromMarjatoKandahar，thatiswhattheTalibanhasdonethroughassassinationandindiscriminatekillingandintimidation。Moreover，anycountrythathasknowndecadesofwarwillbetestedinfindingpoliticalsolutionstoitsproblems，andprovidinggovernancethatcansustainprogressandservetheneedsofitspeople。
　　Sothiswarhaschangedoverthelastnineyears，butit'snolessimportantthanitwasinthosedaysafter9/11。WetoppledtheTalibanregime——nowwemustbreakthemomentumofaTalibaninsurgencyandtrainAfghansecurityforces。Wehavesupportedtheelectionofasovereigngovernment——nowwemuststrengthenitscapacities。We'vebroughthopetotheAfghanpeople——nowwemustseethattheircountrydoesnotfallpreytoourcommonenemies。Cadets，therewillbedifficultdaysahead。Wewilladapt，wewillpersist，andIhavenodoubtthattogetherwithourAfghanandinternationalpartners，wewillsucceedinAfghanistan。（Applause。）
　　Nowevenaswefightthewarsinfrontofus，wealsohavetoseethehorizonbeyondthesewars——becauseunlikeaterroristwhosegoalistodestroy，ourfuturewillbedefinedbywhatwebuild。Wehavetoseethathorizon，andtogettherewemustpursueastrategyofnationalrenewalandgloballeadership。WehavetobuildthesourcesofAmerica'sstrengthandinfluence，andshapeaworldthat'smorepeacefulandmoreprosperous。
　　Timeandagain，Americanshaverisentomeetandtoshapemomentsofchange。Thisisoneofthosemoments——aneraofeconomictransformationandindividualempowerment；ofancienthatredsandnewdangers；ofemergingpowersandnewglobalchallenges。Andwe'regoingtoneedallofyoutohelpmeetthesechallenges。You'veansweredthecall。You，andallwhowearAmerica'suniform，remainthecornerstoneofournationaldefense，theanchorofglobalsecurity。Andthroughaperiodwhentoomanyofourinstitutionshaveactedirresponsibly，theAmericanmilitaryhassetastandardofserviceandsacrificethatisasgreatasanyinthisnation'shistory。（Applause.）
　　Nowtherestofus——therestofusmustdoourpart.Andtodoso，wemustfirstrecognizethatourstrengthandinfluenceabroadbeginswithstepswetakeathome.Wemusteducateourchildrentocompeteinanagewhereknowledgeiscapital，andthemarketplaceisglobal.Wemustdevelopcleanenergythatcanpowernewindustryandunboundusfromforeignoilandpreserveourplanet.Wehavetopursuescienceandresearchthatunlockswondersasunforeseentoustodayasthemicrochipandthesurfaceofthemoonwereacenturyago.
　　Simplyput，AmericaninnovationmustbethefoundationofAmericanpower——becauseatnotimeinhumanhistoryhasanationofdiminishedeconomicvitalitymaintaineditsmilitaryandpoliticalprimacy.Andsothatmeansthattheciviliansamongus，asparentsandcommunityleaders，electedofficials，businessleaders，wehavearoletoplay.Wecannotleaveittothoseinuniformtodefendthiscountry——wehavetomakesurethatAmericaisbuildingonitsstrengths.（Applause.）
　　Aswebuildtheseeconomicsourcesofourstrength，thesecondthingwemustdoisbuildandintegratethecapabilitiesthatcanadvanceourinterests，andthecommoninterestsofhumanbeingsaroundtheworld.America'sarmedforcesareadaptingtochangingtimes，butyoureffortshavetobecomplemented.Wewillneedtherenewedengagementofourdiplomats，fromgrandcapitalstodangerousoutposts.WeneeddevelopmentexpertswhocansupportAfghanagricultureandhelpAfricansbuildthecapacitytofeedthemselves.WeneedintelligenceagenciesthatworkseamlesslywiththeircounterpartstounravelplotsthatrunfromthemountainsofPakistantothestreetsofourcities.Weneedlawenforcementthatcanstrengthenjudicialsystemsabroad，andprotectushereathome.Andweneedfirstresponderswhocanactswiftlyintheeventofearthquakesandstormsanddisease.(责任编辑：一枝笔写作)
