　　Yes,weareclear-eyedabouttheshortfallsofourinternationalsystem.ButAmericahasnotsucceededbysteppingoutofthecurrentsofcooperation——wehavesucceededbysteeringthosecurrentsinthedirectionoflibertyandjustice,sonationsthrivebymeetingtheirresponsibilitiesandfaceconsequenceswhentheydon't.
　　Sowehavetoshapeaninternationalorderthatcanmeetthechallengesofourgeneration.Wewillbesteadfastinstrengtheningthoseoldalliancesthathaveservedussowell,includingthosewhowillservebyyoursideinAfghanistanandaroundtheglobe.Asinfluenceextendstomorecountriesandcapitals,wealsohavetobuildnewpartnerships,andshapestrongerinternationalstandardsandinstitutions.
　　Thisengagementisnotanendinitself.Theinternationalorderweseekisonethatcanresolvethechallengesofourtimes——counteringviolentextremismandinsurgency；stoppingthespreadofnuclearweaponsandsecuringnuclearmaterials；combatingachangingclimateandsustainingglobalgrowth；helpingcountriesfeedthemselvesandcarefortheirsick；preventingconflictandhealingwounds.Ifwearesuccessfulinthesetasks,thatwilllessenconflictsaroundtheworld.Itwillbesupportiveofoureffortsbyourmilitarytosecureourcountry.
　　Morethananythingelse,though,oursuccesswillbeclaimedbywhoweareasacountry.Thisismoreimportantthanever,giventhenatureofthechallengesthatweface.Ourcampaigntodisrupt,dismantle,andtodefeatalQaedaispartofaninternationaleffortthatisnecessaryandjust.
